It's seems IPL money is aluring Clarke now. He says he wants to play in IPL to prepare himself for T20 WC but that has been the case for the last three years, no? The IPL and T20 worls cup schedule has been the same since the last three years. He wants to have "Ladoos" in his both hands. He wants to stay at home to take rest and play in IPL to make money (though he's saying for practice reasons) simultaneously!

He is the T20 captain. Clarke is frankly a pretty bad t20 player. IPL will help him improve.
