we have to think in advance and visualise the future scenorio. and not after it happened or is a reality. the government officers are paid pittance for the responsibilty they hold. leave aside the corrupt earnings that will be there whatever qualification, spec., and emoluments that we pay. but sincere and honest officers need not suffer.
