In late 70s and early 80s my brother paid bribe to Pawar on behalf of his company. When he goes to the specified place with hard cash, someone else will collect the money. He never/ever seen Mr. Pawar or his secretary in person.. That is the way he operated so you cannot catch him as there will be no proof..

BTW- now come to think of it, my bro's boss used him. If something happens, he will disown.. very dangerous... never realized when young.
Also, he paid to one other guy called Sundar Lal Batwa in Bhopal.
