We should not be surprised if the report blames India.As far as Pak is concerned India is responsible for anything and everything bad happening to Pak .
You don't require a 600 page documents to make a report. Just catch those terrorists and kill them in front of people all will settle down. Learn from lessons

India does because its a fact that all the terrorist attacks on India are from Porkistan.
But India, in its history, has never attacked Pak. It is the terrorrist and rogue nation porkistan which is targetting India out of jealousy.
Porki is a failed nation which can never improve. It will slowly go down the gutter. The world will be a much better place the day Porkistan ceases to exist.
