It is almost impossible for him as he is of 35 years and his strength was speed. Moreover, he is overweight and it took a lot of time I think his body will not support him.
Shoaib is kidding, right? He can't even last for one innings in any test match. Then he takes performance enhancing drugs. Is he serious? Which team would want Shoaib? He would be a problem for any team that would select him.

Shoaib can as well forget his career, he is finished. He is a pale shadow of himself and even when he was at his peak, his action was always mired in controversies, he was called umpteen times for chucking. When one looks at his action, its clear that he delivers the red cherry with a throw action.
What Pak needs to do is to focus on current crop, in Aamer, Gul and Asif, they have 3 genuine quality bowlers and they are enough. They need to nurture Wahab Riaz and Tanveer along with the new tall kid Mohd Irfan. If they do that they will have a good set of quality quicks.
