When will ICC end the stupidity of the Duckworth lewis method?

I happened to see the 4th one day scoreboard just now. It says England has to score 198 in 22 overs to win while India scored 166/4 in 22 overs. I havent read the D_L rules in detail but as a lay person, I think it is stupid to ask the opposing team to score 36 runs more in the same number of overs. For what? Are they being penalised because India did not know that the match would be reduced to 22 overs? Why cant they be asked to score the same as India scored in 22 overs? If the team batting second is asked to score the same as the first team, at least the team playing first will take all overs seriously and overs 15-40 will be interesting rather than being a grocery or bathroom break from TV. In all these years with all these statisticians and the countless "technical" commitees working for them, can't ICC come up with a more logical method to eliminate the D-L method? The image of SA being asked to score 22 runs of 1 ball in the 1992 world cup semi final after being in a winning position a few overs before should have been the final nail in the coffin of the D-L rule

this is stupid of u. If india know, they have 10 wicket and has to play only 22 overs, then, they would play better from very first over. No cautious try to save wickets in place of runs,but after 15 over, we suddenly told its only 22, so that runs, is added to total, it is very much right, If you know little bit of cricket and commonsense
