To start with I may be wrong, but I have a feeling that BRC and HDC are loosing because of following:
1. The outside players in these team do not feel as part of team. 2. So outside players have not gelled with the team 3. This is due to nature of South Indians to stick only with their own folk. So failure lies with Dravid and Laxman 4. Some one commented that Zaheer and Praveen do not look enthusiastic on field. The above reason may explain this. 5. Regarding Chennai-it is being led by Dhoni who has reputation of being real team leader, so no such problem in Chennai Team.
Putting a cap on players' salary will adversely affect the players as they will not be able to earn based on their full potential. The theory that it will create one-sided matches is laughable. Having one-sided matches will severely affect advertisement earnings, which will stop the franchises from buying all the good players. Franchises are no government, they spend their own money. If anyone, they themselves are going to lose (Google "Winner's curse").
There shall always be a 'cap' no question about it. It would be crazy not to have one. But it could be jacked up from the current $5M so that the business aspect of copetitive cricket could be explored further. That be dream come true for IPL....
If the market can fetch such prices, ICL will almost fetch them, and IPL players will defect to ICL. IPL will be forced to remove the cap next year. So, bye bye IPL salary caps, bye bye international viewer-unfriendly test and one-day cricket. T20 will rule and ICL/ IPL will co-exist.

GOing by your name senthil I can only assume that your Tamil, just to refresh your memory who is the captain of the Chennai SuPer Kings is MS Dhoni and to the best of my knowledge he is not Tamil

Jayasuriya is Srilankan Sinhalese and not Tamil. M.Muralitharan of Chennai Super Kings is a Srilankan Tamil.
