Probably that is something good they have thought of...forcing ppl to develop and groom youngsters and not just play retirees... i think we cld hv doen with slightly less no. of foreign players per team though.(it just makes rooting for ur city a bit difficult)
if players play well they will be valuable...if they dont play well...they will fall off...the effects of performance will be seen in the next year at the time of transfers.

If they don't perform, they will be kicked out mercilessly. New youngsters will take their place. In this way, competition should hot up among youngsters which ultimately could produce another Tendulkar!
