They go for the easiest possible targets. They know Samuel is part time bowler. But even if gets to regular bowlers who may be much wrong on this aspect, the ICC turns blind. There are some bowlers both spinners and fast who chuck clearly, the ICC goes on with them with 15 degree rule. I am sure people know the bowlers who are worst than Samuels, but ICC got to be told.
