Am i confused? lol ..lets c ..just the other day i read...the so called team India does not play for the country ..rather they play for BCCI.and everyone makes money ..everyone is happy ..but when it comes to repair( the damaged wall and construction of the good ol stadium ..)they say its state departments responsibility ...bravo BCCI ..proud of You.
BCCI acts as a stand alone body and does not want to heed to the govt for a lot of matters. So why the state of the stadium is a govt problem? I can understand law and order situation but if the stadium is "owned" privately by BCCI, unless there is some kind of complaint lodged, why should the govt. bother?
RE:Why is the govt. responsible for the state of the stadium and not BCCI?

This ground is owned by state municipal corporation not by UPCA or BCCI. http://content-usa.cricinfo.com/india/content/story/227916.html
