I agree whole-heartedly. This is because of my experience in 1988 ( when I was Deputy to High commissioner in Port of Spain, Trinidad an Tobago, also in charge of other seven(7)countries in Windward and Leeward Islands, inclusive of Barbados, Grenada, St. Vincent & the Grenadines, St. Lucia, the Commonwealth of Dominica, Anigua & Barbuda,and St. Kitts & Nevis). I convassed, on behalf of India, for India's candidature for Commonwealth games 1994 which was to come up for vote at Seoul, during Olympics. The WI ( Jamaica was not in my parish) voted with us. I visited some of the Islands.I was in touch with the others. We got their votes.
But, Victoria, British Columbia, Canada, got the 1994 CW Games. you can tote up the number of votes in our neighbourhood, in CW Africa, and CW Oceania, to face up to our popularity rating. May be, there is more in the selection of Victoria, than meets the eye. Well, we didn't and couldn't offer goodies like travel grants
WI vote is not on sale. My three(3) year experience says so.
