I think from now every ball that is missed by a batsman should lead to a hint that batsman is booked by a bookie and every ball that is gone fo a boundry, then either the bowler or fielder is booked.
It really does not require the ICC to say that the tri-series was fixed by India. Is it not too much of a co-incidence that we lose 20 finals in a row!!! The match fixing racket is very strong and the Indian players are an integral part of it. Imagine getting bowled out for 54 against Sri-Lanka, unable to defend 315 against Pakistan, making only 120 in the last 25 overs against New Zealand, allowing Australia to make 360 in the world cup finals. All these are clear pointers to match fixing. Unless these players are physically thrashed they will continue to fix matches with impunity. The focus should be on finding out the not too obvious players in this racket who may have escaped attention. One can only wonder that if the turnover of the racket is 10,000 Crore, it cannot be only the players but also government officials involved. Remember 67 lakh per player being exempted from income tax after the world cup.
