What is the difficulty in increasing the Numbers to the Elite Panel? Elite does not mean any thing more than the word itself as a pre fix. Just increase the Numbers to three from each Country and include those names, names of those who stand for the ODI in their own Country, to the List. Now ICC can make sure that EVERY Match - TEST or ODI has a Neutral Umpire. It will not cost much when compared to these irritations.
