Mike Proctor's double standards

I was amazed when i saw this. Michael Vaughan, test captain of England, was instrumental in producing one of the slower days in Test cricket, 1st Test: West Indies v England at Kingston, 11-15 Mar 2004 . Day 1 ended a good 37-40 astonishing minutes after the scheduled end time and with 5.2 more slow overs to bowl. I cannot forget the first test between India and australia in the recently concluded test series when ganguly was warned well before the end of the test that he may be awaiting a heavy fine and even a ban because India bowled 5 or 6 overs less than the scheduled number. Eventually Ganguly was fined a good amount of his match fee with the scare of facing a one match ban. Notably, the whole match was surrounded by rain so there was SOME reason for it to be slow.
Now, As per ICC "A shortfall of more than five overs amounts to a Level Two offence under the new ICC Code, which translates to "bringing the game in to disrepute."

What we want to know as cricket fans is that when this rule will be imposed against Michael Vaughan and his team. Now dont tell us that the same man, the RESPECTED Mr Mike Proctor adopts two different standards for two different men, Ganguly and Va
