Purpose not clear, results definitely in-effective

So Cricket - "The Gentleman's Game" has a "Match referee", who keeps handing out reprimands and charges to players (note umpires are exempt) for all and sundry reasons.

Is anyone managing the effectiveness of this type of governance on the Game?

Publicly everyone is "claiming" it is good for cricket, but is it really?
