Its high time that India with a 1+ billion viewers and so huge money (not comparable to the western world) still a lot for one single cricket nation should market and popularize its own domestic cricket to a level above international cricket. Its tough but I doubt if BCCI is even thinking on these lines. See the benefits: a) Not hassle with ICC b) Cricket as another profession. c) Growth of cricket specific sports industry. d) Growth in Media and Advertisment revenue. c) Farfetched but eventually other nations would be attracted to our domestic cricket and would playing in our domestic leagues.
The only problem I see is keeping a viewer away from work and family affairs for 8 continous hours. To solve this problem the format of cricket should be changed from 8 to 4 hours. That may make the sports unpopular among the old style loving people, but the next generation would appreciate it.
