Change the FM first. Then Ban Liquor/Drugs/All Tobacco products. Make education free to all stundents till graduation. There should be no charges for ration card/domicile/propertry card,Driving lic. all Goct. forms should be available free of cost. See if Govt. impliment this there will be change in India.

Increase the Fee for all the services provided by various departments.
Provide a little incentive to the govt officers based on the number of cases they takeup.
