Avenues for tax-free savings should be developed.

Gratuity up to Rs 10 lakh should be non-taxable for all categories of employees, just like for govt emoloyees.

All superannuation benefits should be tax-free, especially for people not drawing pension from any employer.

Mention of PAN should be compulsory for all cash payments in respect of electricity, telephone,internet bills (maybe above Rs 1ooo pm each), for buying ACs, side-by-side fridges, Blackberrys or other similar premium gadgets, etc , luxury cars and so on.

Refund of Income Tax

Why don't you consider to adjust the refund of Income Tax as advance tax for the next years. If IT Department is not responding to the returns filed year after year, the citizens shall have a right that their refunds shall be adjusted against the advance tax for the next financial year.
Please do some serious thinking to the above.

What ever u write here he is not bothered about you.He will inhance Tax limit by 10000 INR Only i.e. From 160,000 to 170,000 INR only.

THe tax audit limit u/s 44AB should be increased up to 1 crore the prevailing limit is for more than 20 years

Age for Senior Citizenship for Income Tax also should be 60 years, as in case of banks, railways, etc
