what is the basis of division of EMI amount towards prinicpal and interest component.Is there some rule about this

 unobtained second instalments of hbloan.

Dear sir,

I received H B loan from LICHF Ltd of Rs 200000/- in january 2005. They are release Rs 150000/- in jan.2005.
After compeletion of 9 months they are not releasing remaining Rs 50000/-.
In this condition how I take action.kindly GUIDE me.
