I feel the immediate solution would be to install CCTV cameras in every street and public places in the main cities. Example: Its estimated the number of surveillance cameras in private premises in London is around 500,000 and the total number of cameras in the UK is around 4,200,000. The UK has one camera for every 14 people.
Im not saying we should have so many of them but at least a reasonable number of them and a proper monitoring system in place. Suspects can be identified and action taken. I feel intelligence gathering and sharing among various agencies is needed. The Govt needs to start spending more money on intelligence in a big way and also modernize the whole system. Unless we are proactive and vigilant the terrorists will have some kind of fear. No mercy what so ever has to be given to these terrorists. They know that India is so vulnerable and the intelligence , Govt and the whole administration is a big joke.
They plant bombs as if kids are having some adventures playing with crackers. Its become so easy for them. I sometimes feel politicians are the real terrorists playing the fear game to win votes.

London train bombings.... as Hari KM above say so called 4,200,000 cctv active and continiously monitored. What they got.... damage of life and property. Yes.. they got the pictures of 'suspects' which later helped the agencies in identifying them from the dead bodies(not surely). Now the londoneers are developing some science gadget which will take pictures and identify with the suspect database(trillions). In the mean time the suspect will blast himself in public place. You can take pictures but can't say which guy will do the blast. Who knows the guy wearing a armani is a sucide bomber wearing explosive under his pants.
