Kosi catastrophy avoidable??

To say the federal govt is useless would be the understatement of the year. The Nitish govt, being in power just a short while and taken up with cleaning-up the bankrupt mess-of-a-state left over from the decade-and-a-half long reign of the Lalu-Rabri criminal mafia and their cronies, who stole every paisa alloted the state for development and then some- hence no work on the embankment.
Also, this embankment issue, since it involves another nation (Nepal), is the federal Govt's responsibility to coordinate/help the Nepalis with maintaining the embankment on their side and provide constant monitoring, not just of the Kosi River, but every major river nationwide, during the monsoon. India boasts of satellites and tons of scientists blah, blah, blah. The misery of these poor folks can be blamed wholely on the federal govt and the past Lalu-Rabri state govt, as well as partly on the present Nitish govt.
But assigning blame can come later- the need of the hour is helping these people affected by this humungous catastrophy.
