CGI inertia in Bihar is deplorable !

One more year and Bihar has suffered from devastating floods. The scenario repeats every year and sympathetic decibels from the succes- sive PMs includes extending grief to calling it a national calamity. The PM generously doles out Rs. 1000 cr. with an eye on upcoming elections.
Well, the proposal to interlink rivers nation- ally has been around for more than 2/3 decades now. What prevents the PM from initiating this long over due move immediately instead of crying over the damage after it takes place. Sure the entire national interlinking project will cost a fortune;however, why can't we make a small beginning from within Bihar. Each year, the CGI pays Bihar anywhere from Rs. 100 cr to 1000 cr and if we were to add up these sums paid over the last 20-30 years, I am sure the cost of interlinking rivers would have been more than met. The inertia of the CGI is deplorable and it tries to deflect account- ability by making a scapegoat of the local CM.
