Hi u cant get away by saying that u did not receive the papers, if u were honest enough u could hav ordered for papers.

No he could not have; your poor knowledge of constitutional affairs does not make Kalam Saheb guilty.

Anyway this is common knowledge it is just that he said so now.

remember the president is a mere puppet. he cannot order for it. he's not the prime minister to ask for it.

I sort of agree. If he was aware then he should have asked for it. But then it wasn't a decision he was eager to make. In fact I think it shouldn't have gone to him. There are most important issues than development.
