Kiran... whenever the President receives such mercy petition, he as an individual or in his capacity as President does not take a decision immediately. He reverts it to the expert committee/home ministry, because our country is governed by elected representatives and not by President. On receipt of their feedback, the President takes a decision, even if it is against the SC order. you need to understand the system/constitution before you come out with your remarks on the Persent of the highest stature in State
