In this articles on 13th Feb on Rediff (http://www.rediff.com/news/2007/feb/13parl.htm?zcc=rl) Rediff reported that Afzal Mercy petition was submitted to the President. At least one of them is lying. Either it was submitted on 13th Feb and Kalam is just shying away, or Rediff report was wrong. Its a fact that Kalam didnt want to take any decision on this issue. After spending 5 years among politicians, instead of improving politicians, Kalam became politically "correct" by being indecisive about this issue
