It is a known fact that everything is usual in politics and they can change the plate according to their whims and fancies not according to norms and principles. Now, it is known where the ball the struck and many things may come out from this hold back of the file. In a way, better the file was not sent back to President - otherwise, they would have even branded him as showing favourtism towards own religious man or else he would have attracted unwanted criticism from Muslim community if decided the other way.
