Rao was the only guy who gave back pakis in their own coin. Remember the Sindh violence? In fact, he made it clear to Pakis that one death in J&K will result ten in Sindh and Baluch. And presto, Kashmir was totally silent during Rao.

Wrong. Trouble at large scale started in 1989 when VP SIngh was PM, and that rose to maximum in Rao's pmship.
