Indian trains are pathetic. They run at 70-90 kmph. Can you compare ? It takes 28 hours for the SUPERFAST COROMONDEL to cover Chennai to Howrah !!! 70 kmph and its a SUPERFAST.LOL !

Do you know what is the criteria for designating a train as "Superfast"? If the average travel speed (total distance / total time) is more than or equal to 55 km/h. Railways collect "Superfast" charge also for such high-speed trains!
Our "ultrafast" Rajdhani Express trains clock an average of about 80-85 km/h.

Apply little stress on your Chicken brain - answer lies in your post!! Key is Design Speeds!! We don't have such design speeds.
To implement that we need to pump more than $100 billion (4,50,000 crores) for our tens of thousands of rail track!!
Why rail? Even on Roads, we don't have such design speeds. Safe design speeds on our Roads won't be more than 100 Kmph compared to World's best roads (Autobahns in Germany)has 200 Kmph!!!

Yeah. That is typical Indian. We never do anything with perfection. We always forget some crucial things and that spoils the entire endeavor.
Coming back to Shatabdi Express, those trains are designed to travel at a speed of 160 km/h. But we forgot, in typical Indian style, one very important thing. High speed trains also require tracks capable of sustaining that speed. Only few kilometers of railway tracks in India can support 160 km/h.
By the way the Shatabdi Express story goes back to the Rajiv era. He took the initiative to introduce that train. That time both the engines and the compartments were imported. Now we make both in India. That is only achievement in last two decades. Quality of tracks remain same, more or less.
