I agree with your view. In my view now a days the complete system (includes political, judicial and security)has been failing to tackle this menace.
Our politicians are just street fighter, fihts only for votes not for the people who elects them.They don't dare to take any extreme steps to tackle this.
And at the same time as these people(political) are having proper security arrangements for thier kins they don't even bother common man.
