They don't want to withdraw support. At least they don't want warn Congress that they can withdraw. Poor people.... In 2004, Commies won max seats in WB and Kerla (against Congress), but joined hands with Congress (Forced to join because of situation)... I was understood that they can't bite, but only bark. Now it's a reality that they can't even bark.
