The image of an institution comes from the calibre of the students geting out of it. IITs are famous because they get the best brains. the question is that are there only 3000 guys who can be considered brilliant. There are perhaps many more similar guys. witht eh growing population IIT numbers is increasing so perhaps its make sense to increse by say two more.
Invcreasing it by 5 will perhaps cause not so ggod guys to come in and will dilute the reputation in the long run.

Another point to ponder is what exactly is menat by converting them to IITs. The system will perhaps be the same as other IITs, which is good. Will the professors change? No. and is that good enough... perhaps not. Will the facilities improve? No... the grants to IITs are at all time low. The exisiting IITs are running on the grants from Alumni and the projects they have managed to secure. The newer IITs will find it hard to match that. Also the general perception will take a bit to change.IIT Guwahati is a classic example. People still do not think of ir really as an IIT and the grads from there are not treated the same as other IITs. So what the government essentailly wants to do needs to be examined.
