No we do not need more IIT's. It is an institution meant for smart students who are to be taught by really smart Professors.
There is no need to increase their number because in any case the student will get into the NIT (changed to IIT) due to his low rank in the entrance test. The only thing different being he will be now called a graduate of IIT- Warangal/Trichy/Jaipur or whatever.
The result being the whole brand value which IIT's have established all over the world and the image of IIT grads goes down. (I am assuming students from NIT /IIT to be not as good as from established IIT's in general, this might be a totally wrong assumption.

Don't be so judgemental on other people capabilities. Do remember a fact also,Around 2000 people graduate from IIT every year and all do not end up doing great. There are more unsuccessful IITians than successful ones.An IITian tag cannot take a person long way its just his/her attitude and capabilities and it varies from one IITian to another.IIT's are no doubt good but same is not the case with IITians(It depends on the individual). Because to be a success you need more than just skills of a good engineer.
