This is an issue which has been there for quite some time now. And the solution does not lie in gross numbers. IITs have carved out a niche for themselves, and it simply because of the students and the faculty. The new IITs would need to match the quality of education and facilities, which does not seem to be coming.
They are quite good in number and the government should try to keep this place outside their purview of politics. PPl ! It is not just more IITs to provide better education etc; that can still be done with our huge REC base.
