The only way is to muster the courage & counter attack such stalkers;defence is the only way for women in such attacks.That is why it is advised that women should learn "karate" to enable themselves defend in case of need-especially in cities like Delhi which is notoriously known for all such atrocities on them-again especially on teen aged girls. Though Mumbai is more populated & bigger than any other metropolitan cities,the law & order,all said & done is far better.That is the only city where women can travel even in the mid of night in local trains & BEST buses-especially those attending evening colleges.No other city in the country affords such a security to women as against the unfound fears rumoured to the effect that life is very unsafe & insecure in Mumbai.Mumbai police are very very efficient compared to their counter parts in any of the Indian Cities & certainly they deserve a pat on this count.There is lot to learn from them by the others.It is very typical of Mumbai to have a security of utmost degree for its residents on one hand & under world mafia activities going on the other. The other way to protect themselves for the women-rather easy is to carry some "chilli" powder whenever they go out & sprinkle into the eyes of the attackers whenever they suspect any such untoward incident.Women on their part are also to observe some decency in their dress style etc which rake up the passions in the onlookers-especially the Romeo type of people.No harm in doing so.
