I think, we always find reasons to blame our politicians and police. In my view, we are all equally responsible for all this. We as human being can not anticipate everything, the only way is that we need to quickly learn from mistakes. I would suggest that the following may work at a long run:
1) Physical fitness programs (e.g. NCC) at school, college and even at corporate levels.
2) Considering problems of the minority sections of the society (including orphans) and coming up with solutions. The part solution here would be to encourage them in education by providing it for free (not money).
3) Our education system should be made simple to learn. Thus decreasing the school and college drop outs. Its better to include social activies as part of college education.
4) Encouraging unemployed youth to work (with minimal stipend) for social activities till they find proper job. These people can be co-funded by govt and private sector.
5) We should discourage our family, and friends in participating anti-social elements.
6) We should try dissolve the anti-social units by negotiaation first, if not by force.
7) Lastly, creating a political system which contains the clean and correct leaders. May be, we should have some entrance exam before they participate in elections.

Dear Madhu Babu I agree with you wholly, whatever you have written is well said. I would like to add one more point the parity between the rich and the poor should be decreased by defining the high and low incomes. As this is the main cause for dissatisfaction among the common man and which results in hatred towards other beings.
