Let the government set up Anti-Terrorist squads at district level or rather city level and enroll in youth.... This way the government is providing employment and also it provides safety and security for the people.... recruit only locals into that so they know about the demographies of their place, they can easily identify if a stranger comes into their neighbourhood....
