What nonsense. If you want to compare with foreign country the compare them with India not with Gujarat or for that matter any other state. You have to take the whole package. Even in Up and Bihar there may be/are some localised ares that might be more advanced the Sri Lanka or Thailand but that does not entitle the respective state Governments to claim developed status for their countries.
