The right thing to do would be to abolish all state govts run by local satraps. Run the whole country, of 100 cities and 1000 districts, electronically from the centre. Replace state govts by cultural self-help-groups for various languages, suitably funded by centre. Removal of state govts will help uniform governance on whole country, central funds reaching local bodies directly, without diversions by state govt politicians, police and bureaucrats.
Nationally elected PM should appoint best mgmt trained people as ministers. MPs elected as reps should concentrate on criticizing the govt on proper governance over their constituencies, as per special problems and reqmnts. Average young post-18 citizens today are quite mobile-savvy, despite deficiency in education. Every citizen should be able to access the PM on his problems and reqmnts. The PM's computer can be programmed to take appropriate decisions in routine cases, minimizing bureaucratic interference and corruption.
