On many occasions Ulema gathered in large number and clealy denounced acts of terrorism. If you are not reading selectively you may have read in news that organization of ulema unanimously declared that terrorism is not acceptable in Islam.
I understand immense pain of victims, who are hindu and muslim alike. I paray Allah such thing never happen again.
