Indira Gandhi was master of this art. Whenever there is a Govt failure, price rise or opposition turning aggressive , you will find a Hindu-Mislim Riot (Meerut, Saharanpur, Moradabad, Varanasi, Kanpur,Luckknow...) in 70s and 80s.
