It is just rhetoric. He has not said terrorism is biggest threat to India. How can a person whose heart bleeds for terrorist will go after and punish them.
We in India are just bali ka bakras. 50-100 dead doesn't matter. Agle din phir sab kaam par and before elections they will again divide people on caste and try and get votes. Then all will gang up in the name of secularism and start making money with their cronies.
US, UK and other countries are able to take care of their security because they value human life. Here you are just a number.
The only option is to get Hindu supporting party which can then take care of security needs. Things may be difficult in the begining but the decay will atleast halt.
