Democracy is "of the people, by the people and for the people" and in democracy the policy is set for the majority of the people, just because few people demonstrate and these new agencies giving the good coverage will not make them the majority voice. Even with majority opinion is pro-reservation call it vote bank politics or what ever even if the 1% of the 27% quota benifits some one its worth the implementaions.
