who gave this 'community' the rights to modify the so called 'rules'. The upper castes always want to oppress the lower caste because they want cheap labour to do their chores - like slaves. Its nothing but impunity and arrogance to deny basic rights to a human being by attributing reasons to his or her birth. If this is the state of a minister anyone can easily imagine what would be the state of a poor labourer. I wouldn't be surprised if these 'communities' still asks the poor peasants to drink from separate glasses or remove the footwear when in the upper caste areas. The government should strongly come down on such atrocities where humanity is insulted in the name of God. No use having a law unless it is implemented in letter and spirit. Shame on us, we still do nothing about such acts of intolerance.
