I fully concur with you. Unlike the president of USA, the Indian President has no power to decide such issue on his own. The recommendation of the council of ministers has an overbearing effect. There are instances where bills returned to the goverment for reconsideration and retransmitted without any changes to the President. Under the provisions of the constituion, the President is left with no alternative but to give his assent.
