Its their state who are we to debate on their place and natural right. As the citizens of the land they have to be given preference and share of employment and no doubt about.
Let the KA Govt and Cos decide on the %. Let them appoint a commission for enforcing this percentage. After all has the largest no of proffessional colleges and they would rightfully have the qualified candidates for the post.
