I think the opening up of new IITs by the govt of India is a good step in the the arena of technology.
What makes IIT different from other instittes is the infrastructure and the facilities available here.And anyways the students who get in here through JEE are not the only talented students of our nation.Indian students have an intense innate penchant for "intellegence" .Much of talent that is out side the big institute deserves to have better facilities.Definitely the future IITian throng would create a positive brand image for the Indian techies as many more of them would shine on the international front.Another helpful and imperative step would be the reduction in the fees.(Not too much an ask with all the whooping amounts of alumnus donations)We "civilized" people should never ever forget that a majority population of our country still cannot afford the fees.Now please do not talk about the competent banks who provide education loans at nominal charges .Even the loan needs to be returned!!! .
