As far as I understood Vajpayee's speech the intention is to declare existing institutes as IITs. I see this simply as a step to score election points, and fail to see any intention of creating quality institutes.
I would rather have more competing quality institutes that can give IIT folks a run for money than see these IITs-in-name.
And then we all know "naming an institute does not an IIT make".
