I do not feel having more IITs will add to exclusivness,but the IITs should be distributed uniformly throughtly the country.Besides raising REC's to IIT levels will only be a "paint job".One more thing is that we got to make the IITians so that they help in the development of our country and not cater to western market and lead to talent drain.
