I am a vodafone pre-paid subscriber. The same thing happened with me. I got a SMS on my phone saying caller tune has been activated. When I questioned the customer service as to how they can do it without my asking for it, they were insisting that it would have been done on my request or if anyone else was using my phone. With great difficulty I had to fight it out with them and deactivated the caller tune service. This is a practice which these service providers are using to cuff out money from the unsuspecting subscribers and a strict action needs to be taken against such practices.
