Policing is required for Police itself on their behaviour witht the masses.
Policing is require for Athorities who give permissions for illegal construction after taking bribes.
Policing is required for Ministers and MPs on their expenditure of Public money.
There are hundred more such issues which are more important than KISS. Its time for everybody think on such things. Its better to make everyone accountable.
What will happen after this rule. A police will come and demand for fine. Guilty (?) will provide him Rs.20 and then the police will be happy and he will get at least one more point to get some extra income. That is what we have seen. Everytime a new rule is imposed, police or the authority start making money out of it.
